Children's Health Insurance Program (CHIP)

Eligibility requirements

To qualify:

  • The child must be a Pennsylvania resident.
  • The child cannot be enrolled in any other health care coverage, nor be eligible for Medical Assistance or Medicare.
  • The child must be under 19 years of age.
  • The child must be a U.S. citizen, a permanent legal alien or a refugee as determined by the U.S. Immigration and Naturalization Service.

For Low-Cost and Full Cost CHIP only, there are additional eligibility requirements:

  • New applicants for Low-Cost or Full Cost CHIP must be uninsured for at least six months prior to enrollment, except if the child is under age two, the child lost health care benefits because a parent/guardian lost their job, or the child was on CHIP or Medical Assistance immediately before applying for Low-Cost or Full Cost CHIP.
  • For Full Cost CHIP only, available private health insurance must have been denied due to a pre-existing condition, OR coverage was not affordable to the family which happens when coverage costs more than 10 percent of the annual household income, OR the premium cost is more than 150 percent of the CHIP premium.
